Not legal, though seemingly permissable. I read an article recently that they had arrested and deported over 4000 women last year for prostitution. It's treated like a necessary evil, I suppose. It's so common to see that one would think it was legal. I recall picking up a friend to go to school each morning and while the her neighbour's children waited for their schoolbus, the ladies were returning home to the building across the street. I was sitting in my flat in Bur Dubai looking at my computer (which faced the window) one night, and looked to the building less than 100 feet away. There was a man in traditional Gulf dress (could have been Saudi, Kuwaiti, Emirati, Qatari-too far away to tell) surrounded by about 5 women in little outfits. I stared in amazement, and then they saw me! lol! Curtains closed after that. In some parts of Dubai, prostitutes live among families.
